Legislative status and calendar reports for April 5, 2021

The Legislature continues to rapidly address pending bills and to take up amendments which normally have not been posted on the state’s website in advance of the hearings which makes it very difficult to keep track of the actual language of the bills that are being considered since proposed bill amendments that are being offered in committees and subcommittees are generally not publicly available in advance of the hearings on the state’s website.

The most noted Legislative development last week was the passage of the Governor’s crime package and permitless carry exception. Some have referred to it as “constitutional carry” but other legislators including the House Speaker have noted that it is not real constitutional carry. Substantial questions still exist regarding why Governor Lee filed a bill that he called “constitutional carry” but which was clearly far short of that standard. Assuming it becomes law, it will go into effect on July 1, 2021.

There are 11 pages of bills that are on notice for this week and several of them require your involvement to either stop them (e.g., 2 bills that would eliminate the casual sale exception regarding firearms transfers between individuals) or support them (e.g., the Senate Judiciary’s consideration of a civil immunity improvement bill) this week. All of the bills are listed in the bill status report and the bill calendar for April 5.
